Culture at RBS led to bad decisions, says report

What strikes me is how this report appears to put all the failings down to organisations, not any particular individuals.  

Add to this the use of corporate jargon to cover up individual responsibility (“multiple poor decisions”,“ a flawed approach”, “it was likely that there were underlying deficiencies in the organisation’s governance and culture”), andyou have a nice report that's long on verbiage and short on meaning.

Corporate culture, policies and decisions are all made by individuals; it's not surprising that RBS got into the state it did. Effective leaders must be accountable as individuals and must take responsibility for their actions and the consequences of those actions. If they don't, the organisation will ultimately fail.
